Under general supervision performs work of considerable difficulty in the management of a public program or functional unit; performs related work as assigned. Note: This position is funded by the Tobacco and Chronic Disease grant and is contingent upon continued grant funding. |
Typical Duties: |
(Illustrative Only) • Plans, develops, implements, administers and evaluates programs that provide services to the public • Assesses community needs and engages community resources to enhance existing programs • Researches best practices and implements strategies to increase effectiveness • Works with community partners to create innovative solutions that serve the public • Writes grant proposals and develops new funding sources • Prepares and administers program budgets, with administrative oversight • Develops, evaluates and revises policies and procedures to improve program efficiency and effectiveness • Supervises, evaluates and recommends disciplinary action for assigned personnel. • Implements programs that align with and support the strategic plan • Negotiates, administers and monitors contracts • Ensures adherence to federal, state, and local laws, rules, and regulations • Maintains working relationships with community agencies and organizations • Monitors budget expenditures • Develops programs to create community awareness of service availability • Develops and implements training • May assist other divisions within the department • May serve as team leader and periodically as multi-agency team leader or project manager The Essential Functions of this position include: driving, working with and around others; co-workers, clients, agencies, etc.; working alone; vision acuity (near and far); dealing with interruptions; hearing and speech for ordinary conversation. |
Minimum Qualifications: |
Bachelor's degree in public/business administration, or a related field within subject area and three years public program management experience, including at least one year of supervisory experience; OR, any equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position. ADDITIONAL REQUIREMENTS: Must obtain an Arizona driver's license by date of hire and maintain it throughout employment. Fingerprint clearance may be required. PREFERENCES: Master's degree in public health or related field; work experience in public health: tobacco control, chronic disease prevention or self-management; bilingual in English/Spanish or Navajo/English. This position is exempt from overtime. This position is safety sensitive. The ideal candidate has experience in the public health field with a diverse range of programs and public audiences; experience with community collaboration projects as well as the ability to present health issues to diverse groups of people is essential; grant management experience; successful grant-writing experience is a plus. We are seeking a manager with a vision and team-building and coaching skills to lead staff to create, reach, and exceed program goals. Note: The salary listed is starting range. The full salary is $52,139 - $76,676 annual equivalent. |

• Considerable knowledge of: - Public program planning, development, budgeting and management - State and federal program guidelines and regulations - Community needs and resources - Principles and practices of effective supervision - The theory, principles, practices and techniques of designated program services and related assigned duties - Principles and practices of providing social services to culturally diverse populations - Software applications commonly used in program management • Skill in: - Analyzing programs and services, and structuring new programs and improvements • Ability to: - Effectively manage human, fiscal and material resources - Interpret federal, state, and local regulations and guidelines - Address the public and professional groups - Analyze complex situations and evaluate alternatives prior to making decisions - Analyze administrative and personnel, problems and identify appropriate solutions - Train and effectively manage assigned staff - Exercise independent judgment and initiative to effectively carry out difficult assignments - Address and motivate the public and professional groups - Prepare and maintain complex reports and records - Work safely and support the culture of workplace safety - Establish and maintain effective working relationships with employees, other agencies and the public - Follow written and verbal instructions - Communicate effectively verbally and in writing |
