Job Opening: Tobacco and Chronic Disease Program Manager II

Job Title:Tobacco and Chronic Disease Program Manager II: Health (1014)

Under general supervision performs work of considerable difficulty in the management of a public program or functional unit; performs related work as assigned.

Note: This position is funded by the Tobacco and Chronic Disease grant and is contingent upon continued grant funding.
 Typical Duties:
(Illustrative Only)
• Plans, develops, implements, administers and evaluates programs that provide services to the public
• Assesses community needs and engages community resources to enhance existing programs
• Researches best practices and implements strategies to increase effectiveness
• Works with community partners to create innovative solutions that serve the public
• Writes grant proposals and develops new funding sources
• Prepares and administers program budgets, with administrative oversight
• Develops, evaluates and revises policies and procedures to improve program efficiency and effectiveness
• Supervises, evaluates and recommends disciplinary action for assigned personnel.
• Implements programs that align with and support the strategic plan
• Negotiates, administers and monitors contracts
• Ensures adherence to federal, state, and local laws, rules, and regulations
• Maintains working relationships with community agencies and organizations
• Monitors budget expenditures
• Develops programs to create community awareness of service availability
• Develops and implements training
• May assist other divisions within the department
• May serve as team leader and periodically as multi-agency team leader or project manager

The Essential Functions of this position include: driving, working with and around others; co-workers, clients, agencies, etc.; working alone; vision acuity (near and far); dealing with interruptions; hearing and speech for ordinary conversation.
 Minimum Qualifications:
Bachelor's degree in public/business administration, or a related field within subject area and three years public program management experience, including at least one year of supervisory experience; OR, any equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position.

ADDITIONAL REQUIREMENTS:
Must obtain an Arizona driver's license by date of hire and maintain it throughout employment. Fingerprint clearance may be required.

PREFERENCES:
Master's degree in public health or related field; work experience in public health: tobacco control, chronic disease prevention or self-management; bilingual in English/Spanish or Navajo/English.

This position is exempt from overtime.
This position is safety sensitive.

The ideal candidate has experience in the public health field with a diverse range of programs and public audiences; experience with community collaboration projects as well as the ability to present health issues to diverse groups of people is essential; grant management experience; successful grant-writing experience is a plus. We are seeking a manager with a vision and team-building and coaching skills to lead staff to create, reach, and exceed program goals.

Note: The salary listed is starting range. The full salary is $52,139 - $76,676 annual equivalent.
 Knowledge, Skills and Abilities:

- Public program planning, development, budgeting and management
- State and federal program guidelines and regulations
- Community needs and resources
- Principles and practices of effective supervision
- The theory, principles, practices and techniques of designated program services and related assigned duties
- Principles and practices of providing social services to culturally diverse populations
- Software applications commonly used in program management

• Skill in:
- Analyzing programs and services, and structuring new programs and improvements

• Ability to:
- Effectively manage human, fiscal and material resources
- Interpret federal, state, and local regulations and guidelines
- Address the public and professional groups
- Analyze complex situations and evaluate alternatives prior to making decisions
- Analyze administrative and personnel, problems and identify appropriate solutions
- Train and effectively manage assigned staff
- Exercise independent judgment and initiative to effectively carry out difficult assignments
- Address and motivate the public and professional groups
- Prepare and maintain complex reports and records
- Work safely and support the culture of workplace safety
- Establish and maintain effective working relationships with employees, other agencies and the public
- Follow written and verbal instructions
- Communicate effectively verbally and in writing

Parkinson's Disease annual Go BIG Walk/Run and Silent Auction




Dear Previous Go BIG Participant,

I hope this email finds you well. As October approaches, it is again time to run for those with Parkinson's Disease in our annual Go BIG walk/run and silent auction. Each year, NAU's physical therapy students have the honor of partnering with the Arizona chapter of the American Parkinson's Disease Association (APDA) to raise funds for individuals in Arizona living with Parkinson's Disease. In an effort to help positively impact those affected by Parkinson's, this year we are hosting the 8th annual Go BIG for Parkinson's 2k/5k/10k run and silent auction on October 18th, 2014. We'd love for you to consider joining us again and support this amazing cause.
